Can I programme my US embassy interview within Canada instead of my home country?
I have an immigrant visa application in the US but since there is a retrogression I contracted to accept a Canadian job offer. Now, I am waiting for my short-term resident visa. In case my priority date becomes current and have an interview programme with the US embassy will it be possible to schedule an interview in Canada instead within the Philippines?

You can but it is silly. Most people go home for this as it is so important.
Your best bet will be to contact the embassies where you would like to interview. Sometimes they own limited capabilities. You can find a listing of them here:

They will not care about them, provided they were not for anything serious, approaching DUI. Yes, it is possible. They can deny you for whatever reason they want.
