To be the best civilian , one must follow the constitution of country where they live. The First condition is to adopt residency of that country. You get nationality of your country by vartue of parental birth.
If any one wants to migrate, he should follow the rules and proceedure to seize new nationality. There is nothing difficult. Every one hold natural rights to to do so.
