A border fence would stop Mexicans from entering and people from federal America who enter the US via Mexico, but it won't stop all illegal immigration. People still arrive by plane, most on a tourist visa, and many of them simply don't disappear when the visa expires.
It's not the money, it's the will to do anything rough about the issue. You can build all the fences you want, associates will climb them. Unless you want to start shooting illegals trying to cross on sight, there will never be a way to stop the flow.
