"passport renewal" can I apply renewal application until that time 7-8 months of it getting expired?

Pls guide me on this...
I am going to US on L2 in January 2009 and my Passport expires in May 2009
can I renew it by presently and get off from any trouble thereafter.
also what is the minimum span of time required before I could apply for renewal of my passport?
Also I involve to update my last name ,can both tasks be combined with indistinguishable application form with affidavit and some name change article published contained by news paper or I need to apply seperate request for that

you can do it a year before the expiry date. Fill up a new application form and attach the old passport. re mark change, u have to go contained by for the legal formalities for changing name. e.g. if your entitle in your electoral card/school certificates etc is sujit kumar and now u want to write sujit kumar ....................... u enjoy to follow all legal formalities. if your name on the passport and the L2 visa are same i would suggest you dont try to make the addition of your surname because then the name inthe visa will also have to be changed. a moment ago get your passport renewed
First It is not the renewal. It is again hot passport after the expiry of old passport.
Application for a new passport can be made one year before date of expiry or inside one year of the expiry of the passport.
you can do the name change also. You need inventive Advertisement and affidavit
