No, because there are well-heeled hispanic tourists in Miami who come from Argentina, but I would say with 80 percent demonstrability in most cases they are illegal immigrants.
I spent a summer within Mexico for a foreign language study abroad and gained a pretty strong command of Spanish, it isn't that sturdy to do when you live work eat and play in a country and are immersed.
Lack of English tells me you are hiding amongst your peers surrounded by a spanish speaking environment, likely for a sense of security. If you are legal, you will expose yourself to English. Why wouldn't you want to swot it anyway? I personally met dozens of Mexicans in Mexico that never set foot in the US that have a perfect command of English. Of course they were the good knowledgeable Mexicans, and not the refuse that the country dumps on our borders.

And apparently so do the people contained by my state government: when the voting ballots are mailed out they come contained by English, Chinese, Japanese, Vietnamese, Russian, and Somali. They don't come in Spanish and the only reason I can contemplate of is that the state government assumes that anyone of Hispanic heritage who is eligible to vote can read English (or one of the other languages).
All of the American Citizens speak English, or they are not an American Citizen.
Since the number of illegal aliens from Latin America is larger than the Mexican American Population, it is reasonable to assume over partly the Hispanics you see are illegal. Also reasonable to assume they are collecting welfare. And also reasonable to assume the traitors surrounded by Congress will continue that welfare until we do it their way.. which is essentially a surrender of the current Immigration Law.
My parents were born in SE Asia. They speak better English than most Hispanics who come to America 20 years ago!

They be all American citizens but they spoke English with heavy accent and with pronunciation and grammar errors. My father, who's second generation, still make some pronunciation mistakes - my brother and I learned really quickly not to laugh;-) It's the 4th and then generations, the Whitebread-and-Mayonaisse Americans who never knew any of their immigrant ancestors, who seem to enjoy problems with immigrants, accents and associates expressing their ethnicity.
What confuses me is how come American citizens who advocate immigrant English neither speak nor write the language correctly - and don't seem interested surrounded by learning how to do so.
(A worse case senario was a friend's Czech grandma who skilled herself English from a grammar book and spoke grammatically correct English with precise pronunciation. No slang, no idiomatic expressions, no running words together or conversational pronunciation like Wha'ja doin'? My ears hurt when I have to listen to her talk:-)
