What's stopping them?
Answers:
about 5 years of paperwork and classes on american history and politics followed by a comprehensive exam....look it up...its not so uncomplicated
You mean What is NOT stopping them?

To be become a legal immigrant you own to:

* Have a immediate family member (i.e Spouse, Parents, Sons, or Brothers that are US Citizens or Permanent Resident. (Which mostly of wicked immigrants do not have, and if they entered the country improperly without a visa, their petition is automatically denied and they are banned for 10 years, if they overstayed their visa their application still may denied)

**A company that is prepared to sponsor them. (Of course you will have to have at least Bachelor Degree, and Most of iffy immigrants have just elementary or Middle School education)

To hold Tourist visa or a student visa they have to have at least a income of 10, 000 - 15,000 monthly and a established business contained by their native country just to have the possibility of a Tourist Visa.... (You seriously have an idea that that somebody having that income in their countries will be seeking to immigrate to US? I don't think so)

Win a lottery visa, but later again Latin American countries are not eligible for that lottery visa and if they are the number is really small

So if they do not have higher education, a direct family member or a company that sponsor them, there is not instrument that somebody can ask for permanent residency just because they want a better life for they kids or for themselves, and if they enjoy one of those 3 option the immigration fees are extremely high and the process is extremely slow

For those who think that immigrate to this country is really natural and that illegal immigrants want to break the law in recent times because of the fun of it, have not idea of what is like don't own the choice to do the things in the right way because they are not given that opportunity at all.
disgust crimes to prevent it
long wait to be eligible
rigorous testing process
Its expensive as hell, really tough and it takes alot of time. Iv been livin in houston, wth an L2 visa(emplayees family usually get this kind of visa) my dads an L1(employment visa). this visas have to be renewed every 2 or 3 years and respectively time it costs about 10 thousand dollars to do submit them. once you submit them there is always a destiny you wont get them approved and ofcourse there isnt any kind of refound. Now my dad make pretty good money, we have a nice house, and we are having problems staying official over here now imagine illigal imigrants who arent reciuted from a company, prob. crossed the river with not more than 1000 dollars and dont speak english. "what's stopping them?"
-everything
sometimes its cause they can't afford it and sometimes cause the govt only take so many into legally and so they can't come. if they became legally recognized then they would have to pay taxes and stuff this style they can hide from it but they would be treated better. there are so many sense s out there if they are sounhappy at home let them try and come we can take them here if they are honest and rock-hard working peopdl.
most of the time becoming court is just not an option for them , some like to believe than it would be assured for them to just go to the INS and tell them : hey i want to be trial , which of course is just not possible . what is stopping them ? the certainty than dealing with the INS is not an easy task and the certainty than many of them would not be allowed into the USA ever not matter how well intentioned they are .
Its a long process to become legal, and it can be expensive with layer fees. If person legal was as easy as wadding out a form and you are an American that moment, then more will choose to become legal.
TAXES!
There's nothing stopping them. They don't guardianship about obeying the law, they're uncaring. They get the benefits of being citizens without the responsibility.
ably most lack a good education. their primary concern is for their children to have a better life which they urge them to go to college. and the fact that they dont have as much money they need stops them for becoming allowed, also the laws it would be great if they could just go and aply and hang around for a while and become a resident. but no its a long process
some dont choose its just that the immigration sometimes dont like their excuse or reason to be in the states and give the orders of deportation.! my friends inherited was all sent back and it be really sad ...
According to the studies in my State, they choose not to become legal simply because they do not want to. They only want to come and work for the money, and consequently return to their families. Illegals make it that much harder for those who came the proper passageway to become legal. They have been adjectives in line. That's why the backlog with INS.

I wonder if anyone in actual fact realizes that there is a reason why the U.S. one and only takes in 2 million legals yearly. Let's start next to our resources and they only provide for so many at any one given time. Next those that are coming legally are both skilled workers, and eventually going to bring contained by their own families.
native americans be too soft on illegal immigrants;

US body bags realize 4200 in iraq. the surge is doin a heckuva job.
The government. Its not an easy process and the majority are not accepted. This is post-9/11. This isnt resembling New York when the italians irish and jews arrived on Ellis Island. Things are tougher now although we still have the same Statue of Liberty out in attendance.
so they dont have to pay taxes, and so they dont be judged underneath the same legal system crimes and punishments
There are strict quotas on legal immigration. It's not like anybody who requirements to immigrate legally actually can.
they just want dollars. they know this country get a bunch of bull waiting for them so they just come to work and get the dollars and then they dip fund home.
The costs, the time, the responsibilities they acquire whenever they become official and many other things.

They just want to live here they don't want to be Americans.
There is a certain number of immigrant allowed into America each year.

Illegals thumb their noses at our laws and sneak contained by here, bypassing the waiting list.

They can't just go to the police station and say aloud "make me legal."
Taxes!!
it's costly for the immigrants to become legal
