Canadian universities tramp up the tuition for international students quite a bit, so $5100, is pretty reasonable, you probably won't find anything much cheaper then that... (I'm assuming your going to UVIC, except you could look into community colleges which would be much cheaper)
If your living rent free you should be fine, but i would definitely suggest getting a part time job.
I construe is rather expensive. They also mentioned that all international students need medical insurance. Then you want to add the cost of books and other materials. I will try to find one in the USA, close to your home.

Besides, also check on the accreditation of the college that you are planning to attend.
For example, I used that calculator and added Washington state with 4 year program and it give me a tuition of about $12,000 dollars per year, including books, room and board. That is for the year. The difference is minimal and you still living in the USA.
