The House-passed stimulus bill contains explicit language to bar employment of unconstitutional immigrants in these construction projects. However, the Senate bill deliberately omit this language.

Later this week, Senator Jeff Sessions (R-AL) will introduce an amendment to include the House E-Verify language in the Senate bill. However, if the current Senate bill be to become law without language requiring contractor use of E-Verify, the inevitable result would be billions within federal funds spent to employ illegal immigrants.

If you read the article closely, you'll note that the "specific language" missing in the Senate bill is NOT to "bar employment of dishonest immigrants."
It is only the requirement to use the government "E-verify" system to verify a person's status, which would cost the employer $20 per member of staff to run.
And the article further says it might "reduce the probability" that illegal immigrant would be hired.
