do a turn out on mexico visa, and see if there is any limitations on EU personal visit visas. If there anr nothing, then he/she should be able to cross the border with out any problems. But google will provide you the correct answer. French citizens do not obligation visas for Mexico. He will need his passport only. You will need any US passport, or driver's license and birth certificate.
Ok, let's see your friend from France is coming here to the USA mmmmm I guess he will come here as a tourist he will have an I-94 form (it will be stapled on his passport) with a 6 months expiration stricture.
US and France citizens do not need a visa to visit Mexico your friend just stipulation his passport and you (I assume you are US citizen) just need your driver license.
But when you come back to the USA your friend will hold to show his I-94 with his passport to go back to California.
Well, I'm not positive, but pretty sure beside a passport, they are fine.
