No on both counts. So long as we have non visa visitors (ie, Europeans, Canadians, etc) you will own folks who can EASILY overstay legitimate time frames. Nope immigrants are going to keep coming, especially hispanics, be going to take over the U.S. pretty soon.

Before laws were made to say that some relatives are lawfully welcome and some aren't there be no illegal immigrants.
When countries, people, government accept one another as equals and laws to decide who is response are no longer needed there will be no more illegal immigrants.
