Brother's call on to US while immigration satchel near-term?
If I (US citizen) petition alien brother to immigrate to the US will he be able to:
1. Visit the US during the long (~10 years) process using his current tourist visa (no intent to stay)
2. Renew his tourist visa after the current one expires
Or will the fact that he has an immigration petition next effectively deny him from visiting the US for 10 years (average processing time)?

It is highly unlikely any tourist visa would be renewed while the petition is pending.
Attempting to enter the US while a petition is imminent could result in denial to enter and prolong the petition process. Admission would be highly discretionary at the point of entry. He would be required to present strong ties to his home nation and proof of intent to return.
In a few minutes of google-surfing, I have found 4 attorneys who insist on against doing this.
He will be able to visit using his current visa.
After that, he will not be able to renew.
