If you apply for citizenship in Mexico, you will lose US citizenship.
However, if you gain Mexican citizenship through marriage ceremony or naturalized as a US citizen, you may have both Mexican and US citizenship.
If you were born in the USA, you're a citizen. (You have to work a bit to lose your citizenship, but I'll assume you haven't done so.) A copy of your US birth licence is essential. If you have good docs supporting your identity, you should be able to apply for a US passport through the American Citizens Section of the local US Consulate.
Fixing your papers to be justifiably in Mexico may depend on what your parents do/have done. If you're currently living in Mexico, you probably have some sort of status nearby, likely through your parents. You'll need to confirm your legal status within Mexico separately. Good luck.
