Mexican lincense to nys?
If someone has a mexican driving lincense, can he change to nys lincense or does he have to move about for written test /road test in ny

He probably needs to become legal first.
Depends if they are legal or illegal. He probably has to run the written part at least but a quick phone give the name to the Department of Public Safety department should give you the right answer.
Notice how the first two associate the word "Mexican", beside illegal?.....and it's not the first time.
