Why should immigrant be restricted by see?
i need this side of the argument for my essay, sorry if i offend anyone

There are no restrictions on race, just the country of genesis or birth. So you could be an ethnic Indian born in Malaysia or Singapore or the UK and your quota would be different from an Indian born in India.
I suppose if immigration were to be restricted by race rather than by descent, it would be so that citizens of the restricted country could not simply go to another, approved, country and then immigrate from there.
Plenty of individuals have dual citizenship - and immigration is something that is planned. If you were a citizen of restricted Country "A", it would be worth the time and go to fulfill the requirements for citizenship/legal residency in permitted Country "B" in order to do your goal of immigrating to a country where you could either submit your family a better life and education, or progress contained by your terroristic holy war.
So, while to my knowledge is does not work that way currently, at least possible in the U.S. - I can see how the argument could be made that it should.

I'm assuming you are arguing that legal immigrant should be restricted by race...
In order to insure the number of immigrants admit to the country includes a reasonable mix of all races it is requisite to form quotas of each race. This way not a soul race is over or under represented.
I'm not sure I agree, I think quotas by residency might be more appropriate, but of course no race should be excluded in my evaluation.
restrictions are based numbers from any given nation, not race. Many countries surrounded by the world, who when one is speaking of a nationality, one race may be particular to that residency. The US is the most diverse country in the world, with regard to ethinicity, nation of root etc. Of course someone from another country will consider the restriction to be based upon race, when in certainty, all they must do is research the laws and find there is a number assigned to respectively country as the maximum allowed. As you will see in this forum, most from other countries call the US citizens racist, when we are the most diverse melting pot/accumulation/combination of race in the world. How shallow and racist those limited views must be.

The argument have always been that it fosters immigration of other "under represented" groups. This suppousedly ensure greater diversity of the general population. The other has always be the ease of assimilation of certain groups over others. Apparently, this creates for more successful immigration experiences; so they say. Hence why the diversity lottery program does not include enduring groups. For example, Chinese nationals are ineligible for the greencard lottery since they have high immigration level through other means and are deemed to be "well represented" within the population since their immigration into the U.S. goes back about 100 or so years.
Hope this help......it's a kind of backward logic that is suppoused to address social issues and fail when it comes to economic redress. Many European countries do not apply this kind of approach.

We do not set the immigration quota by see, but rather by country of origin. I guess it depends on the amount of people from any given nouns that wishes to enter into the country.

The supposed reasoning for "nationality" restrictions or "race" restrictions, if you want to interchange the two, is for many reasons. Some of which is: 1) For a more flexible group of nationalities to be included in the American melting pot 2) to lower national guarantee concerns based on the countries of origin 3)And as bad as this is to influence, (because most people won't) to keep particular groups from have such a large population in the US. Because, they may become a large percentage of the US population and that`s why have some control.

Therefore when the # of quotas filled from a specific country they have to wait until the subsequent t quota.
