he is mexican i think he is 16-17
i dont acquire it how he drive when he was illegal immigration?
if he pay parking area monopoly that mean he has driver licence?
every day my university police check every car in the student parking lot

Usually when you draw from a parking permit for your school you just jump in and pay for one and give them your licence plate number they don't check for your licence or anything. I'm assuming he is doing it next to out a licence or he might have a fake one.

The car is registered to someone else. Maybe he is using pseudo ID. Schools do not match up every vehicle to being legal. They don't cross check near DMV. Most just give a permit. He may hold just provided his licence number and gotten a permit.
If it irritates you just phone up the real police and have a conversation with them.
In Az 63% of drivers stopped hold no license, no registration, AND no insurance. 97% of those are illegal aliens! Have you seen a license?
He probably drives without a license or near a fake ID. There's not a cop waiting at the drivers door of every vehicle asking for ID and the car is probably registered to someone who is legal.
Who know, he probably did something illegal to get a license, illegals were never specified for being law abiding citizens, their actions enjoy proven that. It's a toss up how he got a parking permit.
