Is it compulsory to provide IELTS question paper for canada immigration even though i lived surrounded by enland for 2 years?

If you have studied higher-education and obtained a degree or diploma within an English speaking country then you should be exempt from taking the IELTS.

There are no bonus points for simply living in one.
It is not compulsory but it is highly recommended as you hold no other way of proving that your english is at a suffieciently high level.

Basically, if you be NOT born in an english speaking country - then yes you SHOULD take an IELTS audition just to prevent any delays.

I have a friend who be born in Hungary (of a hungarian father and US mother) but raised in USA since she be 3 years old. She wanted to emigrate to Canada but was denied because "your english is not worthy enough".
CIC assumed that being born in Hungary and having a hungarian christen, meant her english was poor.

She went through adjectives 12 years of school in USA, and CIC still denied her,. Next time around, she did the IELTS test. and get approved, with no problems.
