basically if they ever apply for and go on welfare, after you - the sponsor - will be required to pay the government (usually provincial) back however much welfare they received.

EI is not welfare.
OW & ODSP (if you are surrounded by Ontario) are welfare.

I believe it is 10 years if you are their sponsor, but the responsibility is somewhat limited. For example, if the individual committed a crime, you are not held liable.
