He won't be tough enough surrounded by my view. Some people are talking amnesty but U.S. toll paying citizens do not want that. It did not work in the 80's and it won't work again. If the government goes against the will of the citizens they can expect a backlash.
There won't be any "illegal" problem since near won't be such a thing as an "illegal" in the country. They will be refered to as "recently arrived, non-documented workers" and yes, you will discharge for their health care.
