If they are a " foreigner" then they can not have a SSN. You can only hold a SSN if you're a naturalized immigrant. So this "foreigner" is committing a crime. Go straight to jail. Do not pass budge. Do not collect 200,000,000 dollars.

nobody cares how frequent part time jobs anybody works if they have a valid (not a forged) SSN.

Edit: If you are in the country legally, and your visa, or residency allows you to work, consequently by law you only get one ss#. If you are surrounded by the country illegally, then I would say, GO HOME!
If you have a work visa, there is no problem using your SSN to work two part time job. If you don't have a work visa, then how did you get an SSN? If the SSN is unlawful then there are definitely risks, matching risks as any illegal immigrant faces.
