What is the best country for an American to retire to on a low budget minus marry a local? ?

right in the center or Mexico there is a city called san miguel de allende surrounded by which u can even buy the newspaper in English , many Americans live nearby and not all of them speak Spanish , the locals too speak some English because of the anglo population there . u can buy health insurance which would cover most things for with the sole purpose 200 dollars per year . the locals are very polite to everyone as far as i know .
The Philippines is my first choice, but there are better benefits living in Costa Rica, Panama, and Mexico compared to the Philippines. Panama welcome Americans and they even use the dollar there as their currency, and you can buy land and have medical services that are completely affrodable too. That's the disadvantage of the Philippines; less rights for foreigners. Most edcuated people all over the world very soon speak English.

I would be very careful of picking a local many are chock-a-block with expat brits and euros who are very anti American If you stick up for your country they well napkin you day and night

LOL Hawaii. It's not a country, but it's removed from the mainland, so you won't have to deal with the Obama fallout much.
Costa Rica. A lot of people speak English and Spanish is not a difficult language to learn.
