Why would it be illegal? We're not totally a socialist/communist country yet! If you like that book you might also wallow in reading the "Carlos Hathcock" books... look 'em up at any of the big bookstores. Try the military section

I'm an ex-Marine and when I turned in my rifle, I had no desire to handle a weapon again. Nor to don that uniform - as proud as I be to wear it, provided it was in service to this country.
I can't imagine anyone wanting to own a sniper booklet.
