Should immigration be base on skill, training level, and political considerations?

what are pros&cons on this topic:
That the government should institute more severe immigration quotas that are based on skill, training levels, and political considerations.
i'm on the pro squad (even though i don't support it) so please give me some persuasive pros on this topic

Supposedly it already is unfortunately we don't enforce it.
In the US, it is.

The first time I ever tried to sponsor an immigrant was from Brazil, and the Office of Immigration give me the list of priorities for people seeking immediate citizenship or assylum. Everything on the catalogue suggested that the US would take ONLY highly accomplished or high-profile general public (including athletes and artists).

Having said that, anyone can immigrate if they have a sponsor and don't mind the waiting period.

The second person I tried to sponsor (my wife) be a nobody. I got her here simply because I was willing to be responsible for her. (She did obtain preferential treatment because I was in the military, though.)

Should we deport general public for traffic violation?
such as illegal parking, speeding, running stop signs, etc. after all, it's 'against the law' right? If a person is pulled over even during a routine traffic stop and is found to be here immorally yes they should be deported. Its the law they broke it and they need to pay the price for their arrogance...
