How can we amend a tourist visa to dependent for international student while the spouse is inside Australia?

It is impossible to change a Tourist visa to anything else as Tourist visas are issued only to people whose sole intention is to holiday within Australia.
The International student should apply for a dependent visa before he/she enters Australia and if granted, you may be able to conduct the student from outside Australia if all conditions are fulfulled.
