As long as the B1 has not expired, the International Student Office at your school should be capable of arrange it.
Once you've been accepted at a school and issued an I-20 and registered surrounded by SEVIS, you can apply to change status with USCIS. If they grant it, you can dance to school without an F1 visa. However, if you leave the US, you would inevitability a proper F1 to return. If you are turned down on your request to change status, which does sometimes happen, you'd have to apply for the F1 visa and consequently you could return. Just make sure to do all this while you're in status on your B1. Once you're out of status, there's no channel for you to do it in the US.
