As the real ID act comes into soon, they will probably find it impossible (Thank goodness). As you have to prove contained by most states that you are legal in this country and you need a passport, visa, I-94, trial paperwork etc etc. So no you are not entitled to one. Not sure but any place that gives them one should have adjectives federal funding removed from their jurisdiction.
