I don't think it's so much that the system is "anti-white" or "anti-christian". It's that the government is designed to respond to public pressure. Any elected official can lose their job if they don't serve the requirements of those with the greatest political power. This generally comes down to who makes the biggest cause contributions (corporations) and who unites their votes against perceived enemies (minorities).
Personally I believe that most whites are somewhat apathetic when it comes to benefit programs targeted at minorities -- that is to articulate, an official can either support or reject these programs and probably not gain or lose many white voters any way. On the other hand, I believe that minorities strongly support minority benefits programs, and will quickly verbs their support from any official who even appears not to support them. If it were a simple math problem, i think it would look something similar to this:
politician rejects minority benefits programs:
much fewer minority votes + about the same number of white votes = much a reduced amount of total votes
politician supports minority benefits programs:
about the same number of minority votes + about alike number of white votes = about the same number of total votes

I don't know if I would go so far as to say aloud that the government is either anti-white or anti-Christian. I would say that the senate as gone overboard in accommadating minorities, both racial and religious, in an shot to be politically correct in ways that they have not allowed for the majority.
