Assuming you're an American citizen, you would first need to file an I-130 immigrant visa petition for her through USCIS. Check out uscis.gov for more information and forms for that. Although the petition for her would fall into the direct relative category, which means in theory, the petition is valid instantly after its approval, in reality, it can take 8-12 months from the time you profile it before she actually receives an immigrant visa. It's taking USCIS 6 months or more lately to approve the petition, then it goes to the National Visa Center. They'll contact you and ask you for an Affidavit of Support, an I-864 plus a fee to process it. Assuming you respond suddenly, it will likely be at the NVC for several months and then on to the embassy in your wife's country. They'll contact your wife and transport her more forms to fill out. Plus she'll have to get police clearance and acquire an immigration physical before the interview takes place.
If you're a legal beyond repair resident, it's the same process, except that the petition takes 5 years before it become valid.
As for keeping her here. Well, that's really your job, isn't it? However, once she arrives, she'll be eligible for a conditional green card, if you've been married for less than 2 years, or a ongoing green card if you've been married longer. If she gets a conditional green card, then at some point she be planned for a hearing to determine if she's eligible for a permanent one. It can take slightly a while to get that decision though as USCIS is pretty backlogged in most of its operation.
