Probably and Unfortunately most of the poor countries in South Africa, can you imagine to leave Us for Rwanda or Burundi ( which the two state fray each other for long time) or Gabon.
Then countries in the middle of nowhere for example I don't think would be confident to move to Svalbard or Greenland. Immigration laws are one thing, whether they're enforced or not is what's really at stake.
Somalia is the nearest I can think of a nation that have no immigration laws - although, why would anyone want to go there?
Antartica isn't a country. It is a continent. A country has a parliament. It has borders, and borders mean immigration laws.

Actually, the Vatican City does have immigration laws. People cannot simply take up residence and work in Vatican City without the education or permission of the powers that be there. That is the law. You may not consider it an immigration regulation because there is no actual immigration to Vatican City, but it is a law that regulates who does live there.
Even poor, African countries own immigration laws. The borders are not always easily patrol, but if you want to move there, you have to go through a process. My husband comes from a amazingly poor African country. Even I, as his wife, cannot just move there and work there in need knowledge and permission of the government in that.

Vatican, properly State of the Vatican City , is a landlocked sovereign city-state, smaller country in the world with no immigration laws. The United States of America...we don't enforce them anyways, because if we did, we wouldn't hold over eleven million illegals in this country as we speak.
