ALL new immigrants to canada MUST wait 3 years earlier they are eleigible to apply for citizenship. ALL new immigrants. NO exceptions.
So your cousin MUST learn to be long-suffering and wait until s/he is eligible.
You provide so little actual information that it's not easy to answer your question. However, I shall pass it a shot.
Am I right in thinking that your cousin got married hoping it would get him or her prompt Canadian citizenship? If that is what you thought you would be quite wrong. Canadian Immigration looks upon these marriages greatly poorly. You can't get quick and easy citizenship simply by marry a Canadian citizen. It used to be so back in the 1950s but, because too many immigrant saw this as a quick way to get citizenship, the system decided to no longer allow this kind of jumping the stripe.
Your cousin will have to go through the process of immigration just close to everyone else. However, because he or she is married, Immigration officials may see that as an attempt to jump the line. It won't work. No queue jump here.
Hope that helps.
