If you took a moment to realize the type of people who oppose illegal immigration you would find that they are general public who are not criminally minded, but rather civic minded people. The sheriff is not using "extreme" measures when those measures fall well with-in his authority to apprehend individuals who are in despoliation of the law. He himself would be in breach of contract and therefor prone to litigation if he were to choose which law should be followed.
