Can I sponsor a "non-relative" for a visa?

My mom's godson is now 19. My mom and I came to the US in 1999 and other thought that we would send for him. He is like family. Now that I'm looking at the rules, I can't really convey but is there a way we, being presently US Citizens, can sponsor him to come to the country even on a tourist visa? We would like for him to get on the path of immigration but don't know how to run about it since we are not blood/adoptive relatives.

Thanks.

yes u can sponsor him. u just own to send him ur bank statement so he can show it to american embassy in the country he's getting the visa. and get sure he doesnt mention anything about maybe staying and applying for immigration. he just requests to tell them he's visiting relatives he hasnt seen surrounded by a while. You can sponser him.
You can call/write/email the immigration offices in your area/state and they will tell you exactlly what you requirement. But as you probably already know there is alot of paperwork involved and it's a very long process!!

My family has/is going through the full legalization of an "illegal immagrant" right now.
First my brother-in-law from Mexico.
Second is my step father from India!!

Good luck!
Hope everything works out for you!!
No one can sponsor anyone for a tourist visa. He needs to demonstrate to the ICE official when he go for his visa that he can support himself in the US (which can include help from his family) and that he will leave the US as required. As to sponsoring him for binding residency, neither you nor your mother can as he is not an immediate family member. Being "resembling family" does not count, as you correctly state.
Download the form for adoption and read the instructions.
