Surely from birth? If society wants children and young people to steal on the rights and responsibilities of being a good citizen then it wishes to be a life long commitment and not a 'joining' at any particular predetermined age.
Some of them are, the ones that are born here or become naturalized. However, children do not obtain the full rights of a citizen until they turn 18.
