How to appeal to rescheduling visa process at NVC?

My brother's I-130 petition is approved and the case has been transferred to NVC. I hold not received any documents from NVC yet but my brother doesn't want to come here in US at least for subsequent 3 years. Is there anyway I can request NVC to hold the process for next 3 years? Your advice on this business is highly appreciated.

Did you file the I-130 more than 10 years ago? Because the least it take for a priority date to become current in this visa category is 10-11 years (no matter that the I-130 can be approved several years earlier).
What country your brother was born surrounded by?
Did you check the Visa Bulletin's current processing times for his country of birth?

The fact that approved I-130 was transferred to NVC does not mean much. The approved petition will be shelved to linger until his priority date is current (at least several more years).
