If she never had a visa and has been here since 2003. If she still attain married can she become legal with a lot of money through immigration lawyer. She has 2 american children through 2 different dads. Seems like some truth would have to come out somewhere. But citizens are saying she has to do is get married. and spouse can apply. Is this true

No it is not true, she will still enjoy to return to her home country and apply even if married, she can still be placed on a ban for up to ten years. as you have read on here many times, matrimonial does not automatically give spouse a green card, they still have to return, best part is that society believe it gives them automatic cards so they are literally turning themselves in to be deported.
I've had a friend run through this. He had big problems because he was in the states at the moment. To bring married to a US citizen and become a citizen himself he was supposed to be in his native country previously the marriage. I hope she has better luck, at least the kids are citizens since they be born here.
The problem lies contained by the fact she has been crooked for so many years. The government will probably make her stir home to Mexico and apply for a visa. She may be able to leave her kids in the US while doing this, but the parliament may need to insure that the home they will be left in is suitable. She may not want to exit the kids in the US, as the process can take months or years depending on her situation.

Unfortunately, that is true. She cannot have a social security number minus at least getting a green card. As long as she stays away from the law and immigration all she will verbs do is have kids and get someone to support them.
I think I would keep on for the first father that does not pay her support, and takes custody of the kids. Without that green card she has no rights accept deportation.
