Two Mex. "federal deputies" (Congressmen) of the "PRD" get-together, along with Elvira Arellano (the woman who took refuge for months in a Chicago church and be subsequently deported) presented a letter dated Jan. 21 at the U.S. Embassy in Mexico City.
The letter, address to the new U.S. President, is said to state: Specifically, we write to ask you to take the urgent necessary measures to which you committed yourself during the drum up support to obtain a just and integral migratory reform contained by the United States.
The Mex. legislators, backed by some twenty migrant organizations in both countries, also request a halt of round-ups and deportations.

The Mexican government is run entirely by a small group of individuals who are rather successful. The rest of the population lives in "third-world" conditions. Instead of trying to help it own population via government programs, charitable donations, etc; the Mexican policy would rather allow those uneducated poor citizens of Mexico illegally enter the United States and hold the US Government take care of them. Thus this reduces the poor and untaught numbers in Mexico and the Mexican Government has less to verbs about. Furthermore, all of those illegal immigrant send large amounts of money back to Mexico to their family that haven't illegally crossed yet. This money is often used to rate for "coyotes" to help the remaining family sneak into the US or is spent in Mexico. These remittances are the second largest source of income for Mexico aft its oil exports.
So by encouraging(yes the Mexican government produces flyers on how to sneak into the US illegally) illegal immigration, the Mexican elected representatives is able to export its own problems to the US for the US to take care of and bring to reap the benefits from taxing those remittances, thus further fattening the pockets of the Mexican elites. By calling for lax enforcement of the US laws, the Mexican government ensure that they will continue to recieve those remittances, can further export its own uneducated citizens, and minimizes the chance that in that will be a massive exodus from the US back to Mexico by these illegal aliens, because the last item the Mexican government wants is all of its poor and untaught to come back home and stop sending money from the US, because then the Mexican government would enjoy to start taking care of its own.
