In Washington you can get it if you can prove that you live near, look in WA DMV which stuff you can prove from the list, the list is big - you can find something that even you as an undemocratic immigrant has.
The same goes with Hawaii, and Utah give driver's licenses very easy if you prove that you own a bank account there and you show them an apartment lease (you rent an apartment for a week). The license Utah gives called "Driving Privelege Card" and they invalid for identification but you can insure a saloon and drive like its a regular license.
New Mexico give's licenses too - but it's hard in that, too much requirements. And in Maryland don't even get me started, it's extreamly difficult there.

The states have the authority to issue driver's license; however, the states cannot issue licenses to non-US Citizens who do not have permission to be surrounded by the United States, as indicated in US code 8. That includes illegal immigrants. The states must observe all federal laws as well as adjectives US Citizens.
If any state that is doing so is breaking federal law. Then the federal government have the authority to pursue legal action and punish the states that are doing this.
I wonder why any lawyer or any state senate official has not answered these types of questions.
