I prefer the no tossing almost term, illegal criminal, because at the point where you enjoy to do anything which you must know is illegal then you are a criminal, circumstances do not dictate anyone doing anything illegal, CHOICE DOES.

And for the people who are axiom that they are "criminals"- thats only half way right. yes they are considered criminals for going into another country illicitly. but not because they have stolen.or killed or done anything more than tried to live a better life surrounded by another country.
they are hard working people. many of them work minimum wage jobs- because contained by many of the countries they come from their families were too poor to preserve them in school. so please consider the way you use the word "criminals" when you are referring them to immigration.
