How do I stop my Vietnamese neighbor's 56 year matured brother illicitly emmigrating here from France?
My neighbor's brother lives legally in France. He is divorced and has 2 or 3 youthful children. He forced sex on a low IQ American Vietnamese girl and got her pregnant in the hope that having a newborn here would help him immigrate. (His brother terrorized the girl into dropping the rape charges.) She had a miscarriage. My neighbor is chronically on benefit, and has no money so he can't support his brother, who speaks no English and has no skills.
His brother is coming here on "holiday" this summer. I don't know his last label because my neighbor doesn't go by his original last cross.
These 2 brothers are sexual predators and thieves--they stole from the girl's elderly mother.
How can I alert the authorities about this plan? I called the INS, but they didn't care. Who do I contact to stop this man?

That is scary, the INS didn't thoroughness? Well, you can notify the FBI, and ask them to conduct surveillance on this man near the time his brother is supposed to arrive. That way not only would they pick up him on tape, but also arrest him for having no license. I'm guessing that they may need a query warrant to enter house and confront the man, so call them a month or two ahead of time so they can get clearance. Call ICE. Speak to someone at your local police department for advice.
By the mode, you might want to call the USCIS in the future...INS no longer exists and be brought under the umbrella of the USCIS several years ago by the Department of Homeland Security.
