Can a foreigner embark on a business within the USA minus a visa?
I understand that foreigners cannot just turn up and buy a business but they can open a unsullied business in the USA that will in turn give more Americans job and after seven years it must be sold (not necessarily to an America) but sold on and the seven year business visa revoked? Is this true and does the government do grants? I read on another Q and A that they pay up to $250,000 for business start up costs? this seem extreme. Does anyone know how one would find out more info on this, websites or has anyone had recent experience in this?

You may stipulation to invest up to $500,000 and there are no grants. You do not need to trade the business. But you must obtain an E-1 visa. It is best if you hire an immigration lawyer to do this for you.

the bit about grant is false. if it were true, every one would have already applied and all the money would be gone, so it visibly isn't true.
as to starting a business -- in most American states, there are no residency or citizenship requirements for starting a business.
However, the INS [immigration and naturalization service] doesn't care just about whether you started a business or not, they simply arrest and deport foreigners found here without proper permission.
and if that causes the business the foreigner owns to collapse -- tough.
