When will the UK be eligible for the US Diversity Immigrant Visa?

The criteria is that you must be from a country that does NOT have 50,000 people immigrating to USA within the last 5 years
I dont beleive UK will fit that descriptions as thousands of Brits immigrate every year.

Canada, Brazil, UK, China, India, Mexico, Philippines, Peru, Poland, Guatemala, El Salvador, Haiti, Jamaica, Vietnam, Columbia, Dominican Republic, Ecuador, South Korea.
