Lieing on an i-94w form?

Just out of curiousity.
If someone was from a country that he can't use his country's passport to visit the US without a guest visa and he went to a visa interview and was declined for a tourist visa, and 1 year subsequently his country join the Visa Waiver Program and he now can enter without a toursit visa for up to 3 months.
In the I-94Waiver i.e. filled in the airport they ask if someone was denied a visa within the past, if this someone will say -"NO" what is the chances that they will find out? If he say-so "YES" they will not let him in for sure?

Any one has personal expiriences?

when caught? be prepared to answer and pay cheque the consequences of such act.
the chances of finding out? are very lofty and with today's technology,hardly anyone gets away,especially entering like country you were denied ..
