There are several reasons that I can think of:

1. To ensure that the person is of appropriate character. If they live for 5 years without breaking our laws after hopefully they will continue to do so.
2. To show their intent to become permanent citizens. With about 7 BILLION ancestors in the world and likely about 2-3 billion wish to become citizens we should only allow people who are willing to stay here to become citizens. There is a apology for the long wait to get citizenship.
3. It shows that they can work and not become wards of the state. In other words we don't want those who only want to come here for the freebies - like the current crop of illegals.
4. It takes a long time to do situation checks and process the paperwork. As it is now taxpayers are heavily subsidizing immigration. If we expect INS to do this work in a short time the costs (to taxpayers) will dance way up.
