How older to standardize my boyfriend within the US?

ok so, im currently 16.
me and my boyfriend plan to get married when i turn 18; and he'll be 20.

the thing is i want to legalize him into the integrated states but i wanna know how i have to be to do that.
do i have to be18? 21?
and what if i wanted to receive married now at 16, could i legalize him?

oh and i live in virginia if that make a difference

The state has no position on it. Call up the Immigration and Naturalization Service and ask them to send some literature. But be aware of the fact that only a tiny number of marriage at such early ages ever work out. AND FEW RELATIONSHIPS AT YOUR AGE LAST TWO YEARS.
The state you live in makes no difference since immigration statute is strictly federal. States cannot enforce immigration law unless the federal government specifically grants them assent to under special circumstances.

For some reason the age 21 comes to mind. I am not 100% sure on that, however.
