I have a package sent to mexico but i don't understand what it medium by out or into foreign customs.This is what the track and confirm says about my package:

"Your item cleared customs contained by MEXICO at 7:11 PM on July 13, 2009. Information, if available, is updated periodically throughout the day. Please check again later.

Does this mean my bundle arrived or is about to arrive?
Because the person i am sending it to will call me when it arrives, but she haven't call.

It simply means it passed customs inspection and is on its route to your recipient. It doesn't mean it arrived yet, surrounded by means package is in transit.
No guess here ... it means that your roll was successfully passed through the customs department in Mexico the evening of July 13th ... that is they certified that it be a legal package not containing contraband or any banned substance and enjoy now turned it over to the mail service for delivery.

The packet did not arrive on that date ... but depending on the mail service in Mexico AND how you chose to send it, it may hold arrived a few days or a few weeks after clearing customs. Without any tracking documents there is no way to know for sure where your collection is until the receiver acknowledges that he got it. Best article to do is contact the receiver and ask if it has arrived.

I am guessing, but it looks like it made it to the border, and through their inspections, and is now available for delivery. It doesn't say-so that it will be delivered at any time. Now you must depend on the Mexican postal carrier.
