It MAY NOT, but it CAN BE used for that. Identity theft is a growing threat to U.S. Citizens but illegal immigrant are not the number one offenders according to the FBI. Their statistics show that the top offenders are Whites, followed by Blacks and then other. Most Whites hold the ability and knowledge to steal personal records that include edge account information. People are losing millions and millions of dollars because of this. So we should really start from the top of the FBI's list, and work our way down.
