If it is someone writing to you without you writing to him it is probably a scam.

If you applied to come to Canada to the Canadian Government , write and ask them.

This may be a SCAM. If it was a OFFICIAL Canadian Government letter, it will own a proper return address on it. The return address should be clear and easy to understand, on the letter come first.

I don't think it is a legitimate letter, We don't use the residence "Account Officer " in any Immigration Canada forms or paperwork.
