I want to procure Croatian citizenship. Both of my grandparents on my father's side be born at hand. Can I grasp it?

You should contact an embassy. They can tell you what the requirements are. Some European countries used to offer citizenship if your grandparents had be citizens or a parent. I think the advent of the EU has changed some of these rules.
At least one of your parents have to be a bearer of Croatian citizenship.
It does not count where your grandparents/parents were born, you can be born outside Croatia from a Croatian parent/s and in that defence you can get Croatian citizenship.
