my name is john, am an indian citison , am 21 years now , on oct 2006 my mum married to a us citizen, our interview was conducted on sep 7 th , she and my sister get visa but i didint , the officer told that my relationship with my step father must start before my 18 th birthday , will you please give me information almost the next step , how can my mother sponcer me , and how many time it takes , she will shift to usa next week

Since your mother's new husband is not your blood relative, he cannot sponsor you. The waiting list from India are particularly long and seem to be growing longer by the day, so it will cart several years after your mother becomes a citizen before you will be allowed to enter the US.
