What creative immigration policies could possibly work?

I am a downer when it comes to immigration policies. For me I don't think that any possible policy could work, but I am open to suggestions. If someone has a creative immigration policy, doesn't hold to be real, that they would like to see inacted, please don't hesitate to inform me.

Only allow if a UK citizen can't fill that post.

Put that in place and expell adjectives that are state funded and the problems solved.
Create some kind of "Immigrant Worker's Number" that requires the employer to levy the immigrant on his/her wages but does not allow the worker to file income taxes and get citizen benefits since they are not citizens. Call it a "worker's fee" that the employee pays the rule to be allowed to work. The business should also be required to pay a penalty for hiring the immigrant worker(s) as opposed to a US citizen.
First and simplest thing (but not easy, as a constitutional amendment is never easy to capture passed), pass an amendment that spells out clearly that you must be born here to parents who are here LEGALLY in order to be automatically given U.S. citizenship.

Now is the time for a high-tech border obstruction with Mexico. If they're going to spend $1 trillion, better make it worth it. That's the only considerate of change I can believe in. It would put a lot of populace to work engineering it, building it and monitoring it. It would keep more illegals from Mexico coming here and using our hospitals for free which would save us money and shorten wait times contained by emergency rooms in border states. It would cut back on much of the horrible, gratuitously violent drug trade related crime going on in some American border towns and the whole thing would force Mexico to clutch charge of their own population. It would fix a lot of overcrowding of schools. Then we can begin to integer out who is here, figure out if they are criminals (if so, they are instantly deported back to Mexico or wherever they come from) and if they are not, they will pay back taxes and fill out paperwork to land legal status (not citizenship, mind you). That means they will have some concerned of status as guest workers and make re-entry like everyone else who comes here on a visa if they wish to hold a assignment. They can pay back taxes or a minimum estimated penalty. They will own payroll taxes deducted but will not be eligible for Social Security benefits or Medicare. They will not be entitled to Medicaid or Foodstamps, period. This is still a much better prospect for many of them than is living within Mexico, so let's take advantage of that. Our currency is so much stronger that it is still worthwhile. And if it motivates a movement to make energy better there, then so be it.
End chain migration. Cut back immigration to under 500,000 a year. Give every immigrant a protected ID card, and make it a federal felony for an illegal alien to work in the USA short a valid card.

Those who can enter under work permits. Either with a livelihood already or a set time they have to obtain one. And each creature will have to register upon entering. A felony crime and certain misdemeanors mean irredeemable deportation. Then I think we should make some concessions if the immigrant joins the military. Say for 10 years, they would automatically procure citizenship if they did not get into trouble.
1. I'm an immigrant - and I agree beside not being allowed on goverments funds - but then I dont want to pay to hang on to uk people on the dole. So if agree never to use public funding, I don't want to pay for others to use it. The reason it's so smooth for me to get jobs is cause general public in the uk just want to be on the dole. Not my problem.
