"Get papers" -- you suggest she is here illegally? If so, she must return home. Any attempt to get her a spousal visa reveals her illegal status and she get deported and barred from re-entry for 10 years. There is NO way to get her legalized. She have no alternative but to depart or be deported and barred.
Once she returns to her home country, she should apply for your immigration to her country. If you don't live togther, once the 10-year bar is up, you would not be able to prove a valid marital to apply for a spousal visa for her.

If she overstayed but came to the USA with a a visa and still have a copy her I-94 she can by regulation adjust her status inside of the US.
